  7.     Who has the President's ear? ROBERT TEETER, his chief
  8. political strategist, is emerging as first among equals on the
  9. campaign staff. An Ann Arbor, Mich., pollster and longtime Bush
  10. adviser, Teeter was largely frozen out of the inner circle
  11. during the past three years by ex-powermeister John Sununu. But
  12. lately he has revived an old alliance with the new White House
  13. chief of staff, Sam Skinner. One reason they get along: Teeter's
  14. strategic skills complement Skinner's managerial strengths. Both
  15. men enjoy unlimited access to Bush. Teaming up on nearly
  16. everything, the two meet nightly for 90 minutes to talk policy
  17. and plan the next day's activities. "By the time this campaign
  18. shakes out," says one insider, "it's going to be the Big Two:
  19. Teeter and Skinner."
